Investigators believe the people involved were participants in an event at the hookah lounge, but it is not clear if or how the suspect and victims are connected, Tien said.
SDPD Homicide Detectives were at the scene Friday morning to gather evidence and potentially surveillance video that could help provide insight into the morning's events. Detectives also want to speak with anyone who was at or near the lounge at the time of the shooting.
Investigators are also looking into at least one prior incident at the hookah lounge on Aug. 3. It is not clear if police believe there is any connection to Friday's shooting.
